Council investigatory powers
Local councils gain expanded powers to inspect properties and demand 12 months of compliance documentation.
Last day to serve Section 21
Final deadline to serve a valid Section 21 notice (by 4:30 pm). Any notice served after this date is invalid.
Phase 1 takes effect
Section 21 abolished. ASTs convert to periodic. Form 4A replaces Form 4. Rent bidding banned. Advance rent capped at 1 month. Written Statements required for new tenancies. Pet request process begins. Anti-discrimination protections active.
Information Sheet deadline
Existing tenants must receive the government-published Information Sheet about the new tenancy rules (28 days after Phase 1).
Section 21 court claim deadline
Last day to file court proceedings on a Section 21 notice served before 1 May 2026. After this date, all pre-RRA Section 21 notices expire.
Phase 2 rollout begins (estimated)
PRS Landlord Database regional rollout starts. Mandatory registration for private landlords. Exact regions and dates TBC — secondary legislation pending.
Landlord Ombudsman (estimated)
Government-approved Landlord Ombudsman service expected to open for tenant complaints. All private landlords must join. Exact date TBC.
EPC C minimum (estimated)
All privately rented properties expected to meet EPC C or equivalent. Properties rated D or below will need energy efficiency improvements. Exemptions likely for listed buildings.
Decent Homes Standard (estimated)
Extension of the Decent Homes Standard to the private rented sector. Estimated 2035-2037. Sets minimum requirements for structural condition, facilities, thermal comfort, and repairs.
